Liberty School Families,
Based on last night’s decision of the appellate court, Liberty School District will continue as it has been doing regarding the wearing of masks. No one will be excluded from school for not wearing a mask. It is your choice. There will be no discrimination against anyone whether they wear a mask or not as we are all part of the Liberty School Family.
It is comforting to know that nothing has changed since we have been doing well with our current practice. Also, there has been no impact on the number of people who have tested positive for COVID among the students or staff while we comply with the law.
Stay healthy and enjoy the long weekend!
Kelle Bunch,
Superintendent

February 6, 2022
Dear Liberty Community,
As you may already know, late on February 4, 2022, Sangamon County Circuit Judge Raylene Grischow entered a temporary restraining order (TRO) prohibiting the school districts from requiring students and teachers to wear masks, without first providing due process of law. The Liberty Board of Education will comply with the law and not exclude anyone for not wearing a mask.
It is anticipated the Governor, the Illinois Department of Public Health, and the Illinois State Board of Education (the State Defendants), along with one or more school districts, will immediately appeal the Judge’s order to the appellate court seeking to reverse the TRO. In fact, the State Defendants have already requested Judge Grischow to stay the enforcement of the TRO until the appellate court rules on the matter. A hearing on the request for a stay may be held as early as today or tomorrow. In other words, no one knows how long the TRO will remain in place.
It is the intention of Liberty CUSD 2 to comply with the TRO until otherwise directed by the trial court or the appellate court.
Please understand, however, whether the TRO remains in place or not, the legal issues raised remain unresolved. In short, the TRO entered on February 4th is not the final word on this issue. Liberty CUSD 2 will continue to monitor the situation and comply with the law in whatever is decided.
We certainly appreciate your patience and continued support through these challenging times.
Sincerely,
Kelle Bunch, Superintendent
February 5, 2022
Dear Liberty parents and community,
Beginning on Monday, February 7, Liberty School will be following the recent court order which says that no person will be excluded from school for not wearing a mask. This means that the court has determined that masks may not be required by schools. We will operate in this manner until told otherwise. The Liberty School Board is doing everything they can to comply with the the court order.
All staff will make every attempt to make sure students and visitors feel welcome in our building, whether they wear a mask or not. Please consider the health risks that some of our children are facing (as we have students fighting cancer) or if you are sick. You may choose to mask under certain circumstances. However, we WILL be respectful to everyone's choice in this manner. Thank you for your patience and cooperation!
Now, let's get back to teaching and learning and enjoy seeing those smiles on our student's faces. It is a great day to be an Eagle!
Sincerely,
Kelle S. Bunch, Ed. D.
Superintendent
February 4, 2022
Dear Liberty parents and community,
I write to ask for your patience and understanding as our district navigates the latest changes to the COVID-19 guidance and rules for Illinois schools.
A short time ago, an Illinois judge ruled on a lawsuit filed by more than 700 parents across the state that challenged state-mandated COVID-19 mitigations.
At this time, we are in the process of reviewing the judge’s decision and will communicate with you as soon as possible whether this ruling impacts Liberty students and staff members.
Until then, I ask for your patience as we review this decision.
Thank you for your continued support of our students, teachers, and staff. While it has been a difficult year, we will continue to push forward together.
Sincerely,
Kelle S. Bunch, Ed. D.
Superintendent

COVID Testing - September 2, 2021
Parents / Guardians:
Liberty School District now has the option to offer Abbott BinaxNOW rapid testing to students who exhibit symptoms of COVID-19, with parental consent. Nurse Denise Lucas has been trained and will perform the tests. The test is for diagnostic purposes only to identify current infection. Students must have written consent on file prior to testing. Verbal consent will also be obtained as a secondary measure, so please make sure your contact information is current.
Any student at school who is showing symptoms will be eligible to be tested if prior consent has been given. Students who are not at school due to symptoms can be brought to school to be tested. The parent/guardian would need to call the school to make arrangements for the testing to be done.
If the results of the test are negative and the student is not exhibiting a fever of more than 100.0 and/or vomiting, the student (and siblings) may return to class. If the test is positive, the student and all other household members would need to isolate immediately and continue for 10 days from the onset of symptoms, unless they have been vaccinated.
This testing is free and completely voluntary. It will not be performed without written consent on file and verbal consent immediately before testing. If you choose not to take this opportunity, the same policy we’ve been following all last year is still in place. A child with symptoms would need a physician’s note or a negative test result to return to school or stay home for 10 days from symptom onset.
Additional information is available on the documents linked below. If you give consent to have your child tested should he/she show symptoms at school, please fill out the enclosed consent form and return it to school right away. If you fill out the form now and change your mind at any time, your child will not be tested. We will always get verbal consent immediately before testing. If you have any questions, please contact Nurse Denise Lucas at 217-645-5000 – option 6.
Sincerely,
Kelle Bunch, Ed. D.

Opening Plan for 2021 - 2022 - August 11, 2021
View the Plan Here - https://bit.ly/LibertyOpening21-22
Opening Resolution Adopted July 19, 2021
Pursuant to 105 ILCS 5/2-3.25, the law duly legislated, along with following all the relevant scientific data concerning masks on school children and natural immunity to respiratory viruses, the Liberty CUSD #2 Board of Education will determine to start school for the 2021-22 school year with masks optional for all students and staff. There shall be no discrimination of students or staff regarding vaccination status and quarantine of healthy persons. The Liberty CUSD #2 School Board, the legally elected governing body for the district, maintains the right to make decisions concerning staff members’ and students’ health and welfare.
OPENING PLAN FOR 2021-22 SCHOOL YEAR
July 18, 2021
In accordance with the most recent guidelines of the CDC, IDPH, and ISBE, layered mitigations will still be in place, such as physical distancing, masking in certain settings, and increased sanitizing, especially in common areas. At any time, local conditions change, mitigations may be removed or added, as deemed necessary by the district for the safety and health of students and staff and in coordination and collaboration with the local health department.
The CDC has stated that “if school administrators decide to remove any of the prevention strategies for their school based on local conditions, they should remove them one at a time and monitor closely (with adequate testing through the school and/or community) for any increases in COVID-19 cases. Schools should communicate their strategies and any changes in plans to teachers, staff, and families, and directly to older students, using accessible materials and communication channels, in a language and at a literacy level that teachers, staff, students, and families understand.”
* The Liberty School Board recognizes that masks are highly recommended, but based on current local transmission and vaccination rates and after consultation with the Adams County Health Department, will allow mask optional for the start of the 2021-22 school year as the first prevention strategy that will be tested in areas where there are not large gatherings such as assemblies or while riding buses.
* As with all health issues, the school community will be informed of the progress of this flexibility. However, at any point when a significant outbreak occurs within the school, the school community will be asked to tighten up their prevention strategies to keep staff and students safe until a decrease in COVID-19 outbreaks occur within the school.
This plan and the use of layered prevention and mitigation strategies will be monitored throughout the school year in collaboration with the Adams County Health Department and may change, but the current plan also includes the following:.
* Educational opportunities for the 2021-22 school year will be in-person unless an individual is quarantined. Then, remote learning is available to those during the time of quarantine.
* School will be in session for a full day, which is 8:00 AM to 3:00 PM.
* Masks are not required outdoors.
* Masks are not required in most settings for fully vaccinated individuals.
* Masks are highly recommended in most settings for individuals who are not fully vaccinated.
* Masks are required for ALL individuals on buses to and from school, field trips, and other crowded areas.
* Masks are required for ALL individuals in close settings when the mitigation strategy of social distancing is not possible, such as assemblies.
* No one will be discriminated against while wearing or not wearing a mask.
* Physical distancing of at least 3 ft. will be maintained when possible.
* The school is currently working on being able to perform the COVID test on students and staff by the school nurse, upon request, in hopes of keeping more students and staff in school when they do not have COVID. (More info. will be coming)
* Testing a student will be done if parent permission has been given and in a confidential, private setting.
* If someone has tested positive for COVID, they will be quarantined from others and removed from school as soon as possible.
* Continuous cleaning, sanitizing, washing of hands, and respiratory etiquette will remain in place to keep a healthy environment.
* Continuous support will be available for physical and mental help.
* There will be a limit on nonessential visitors, volunteers, and activities involving external groups or organizations who are not fully vaccinated.
* Maximum physical distance will be maintained while moving through the food line in the cafeteria.
* Arrival and dismissal will be the same as last year. (Maps are available on our website)
* Attention has been given to dismissal so that our procedure allows more vehicles to come into the parking lot, so drivers are not blocking neighbor’s driveway.
* Students may be dropped off at 7:30 AM, like always, but will need to go to the cafeteria for breakfast or a designated space as identified by their school. If possible, students should try to arrive closer to 7:45 AM, especially if they are student drivers.
* All high school students will continue to park in the gravel lot.
A more thorough plan will be made available as other guidance comes from ISBE.
School Update - July 13, 2021
Liberty School Update from Superintendent Kelle Bunch
July 13, 2021
Hello Liberty School families!
Due to the release of guidance from the CDC and IDPH, Liberty School District is working on an Opening Plan for the 2021 - 2022 school year. However, we are still waiting to hear from the Illinois State Board of Education. Here’s what we know so far:
1. Liberty School will be a full day from 8:00 AM to 3:00 PM
2. Schools in the state of Illinois will be providing in-person instruction. Remote learning is only available to those who are quarantined and just for the period of the quarantine.
3. Masks are not required outdoors.
4. Masks are not required in most settings for vaccinated individuals.
5. Masks are highly recommended in most settings for unvaccinated individuals.
6. Masks are required for ALL on buses, field trips, assemblies, and crowded areas.
7. Physical distancing will be at least 3 feet.
8. We are working on having COVID testing on-site by the school nurse, with parental permission. The hope is to get immediate results so healthy individuals can go back to school and those with COVID will be identified and quarantined right away.
9. We intend to have the same drop-off and pick-up process as during the last school year, with some tweaking of the dismissal process. There has been thought on how to have less drivers on Park Street, so our neighbors will not have their driveways blocked.
10. There is a paragraph in the guidance that states:
“If school administrators decide to remove any of the prevention strategies for their school based on local conditions, they should remove them one at a time and monitor closely (with adequate testing through the school and/or community) for any increases in COVID-19 cases. Schools should communicate their strategies and any changes in plans to teachers, staff, and families, and directly to older students, using accessible materials and communication channels, in a language and at a literacy level that teachers, staff, students, and families understand.”
We are intently looking at this and seeking help from the health department and receiving legal advice as to what we can be flexible on. Please be patient as we develop a thorough Opening Plan that is in the best interests of our kids.
Also, the next school board meeting will be on Monday, July 19, 2021, at 6:30 PM in the High School Gym, where we will have some guest speakers on the mask issue. At that meeting, the 7th board member will be appointed and sworn in.
Thanks, everyone for understanding the challenges the Liberty School Board is faced with and trying to work through!
Welcome Back Liberty Remote Learners! - March 22, 2021
Liberty School is excited to announce that due to recent guidance from the Illinois State Board of Education (ISBE) and the Illinois Department of Public Health (IDPH), our remote learners are expected to return to in-person learning. The only exception is students who have a medical condition, which must be documented by a physician and provided to the school. Metrics and data have shown that in-person learning is safe and has not contributed to the spread of the COVID-19. Schools have shown how successful they have been with cleaning protocols and social distancing, along with wearing masks, to ensure everyone’s health and well-being. Liberty School is proud to say this is a top priority during this pandemic!
The return date for our remote learners is April 7, 2021. The staff has been informed, and phone calls will be made to each family who has a remote learner to inform them of this change. We will terminate remote access on April 7, 2021, per legal advice. Any medically fragile student will need a note from their doctor turned into school by March 31 at 9:00 AM to prepare for students returning. Parents will need to let the school know if their child will be riding the bus in the morning and/or afternoon to school, and must be shared with the school by 9:00 AM March 31.
All agencies that collaborate with schools such as ISBE, IDPH, the Center of Disease Control, the Adams County Health Department, the Regional Office of Education, and the school attorney have confirmed that this change may be implemented immediately. Having remote learners back to school will allow them access to more academic and social-emotional support. As we all know, COVID-19 has been very challenging for all of us, but moving closer to “normal” is a welcomed change!
Everyone at Liberty School is looking forward to seeing our remote learners back in-person on April 7! We have missed seeing you each day at school!
Please direct any questions or concerns to the appropriate school office.

Active COVID cases at Liberty School - February 7, 2021
Right now, we have one full-time and two part-time adults and five high school students that are confirmed positive cases of having COVID. We feel we have the situation at the high school contained.
On Friday, the administration assessed the learning environment for safety with staff, the school nurse, and the Adams County Health Department. Although we are down in numbers, both staff and students say continue to let those who can attend in-person do so. It is an excellent opportunity to provide extra help to those students attending in-person. Plus, we are ready to provide additional support to those quarantined when they return.
So, remote learners, do not worry, as we will keep you on track! The students in attendance who have been on remote learning, for whatever reason, overwhelmingly state that they do not like it and they want to be in school. What more could we ask for?
Liberty School continues to remain open as long as it is safe and can effectively serve our students.

Students at school until 1:30 PM will simply report to the cafeteria immediately after the dismissal bell rings.
Students that have early release and have to come back to school for study lab or remote learners that are coming to the school for study lab will:
Attendance at study lab is strongly encouraged for students that are in danger of failing a class. We hope that offering this extra support and work time will reduce the number of students that may have to be retained (jr high students) or that have fallen off track to graduate on time (high school students).
Transportation to and from study lab is the responsibility of the student or guardian. Please call the school at 645-3389 to let us know what days your student plans on attending study lab or if you have any questions.

Liberty Schools takes the safety and security of our students' online activities very seriously and has in place multiple mechanisms to help facilitate a safe online environment. However, there are many online services not associated with the school and remote learning for which we have no control. As technology rapidly advances, the opportunities for our children to be exposed to harmful content and situations suggests that parental oversight is essential.
Below is a link to a video trailer about child online safety with a link to a longer documentary film on the subject.

Liberty CUSD 2, with the generous support of Adams Fiber and the Village of Liberty, is making Wi-Fi access at the Liberty Park shelter house available for use by students and staff who do not have reliable Internet access at home. While student and staff Wi-Fi is available in most of the parking areas around the school, the park setting may be more conducive to the learning experience.
This service is intended for educational purposes only and access will be strictly limited to those devices ordinarily allowed on the school network. Student Chromebooks will connect just as if they were in a school classroom.
There will be no 'open' or 'free' public access available, and activity will be monitored by the mandated Internet security systems that are used to protect our students.

Update for Re-opening of School 2020 - 2021
July 16, 2020
Hello everyone,
Many staff members are working on the written plan to re-open school for the 2020 - 2021 school year. There are so many issues to figure out based on the guidance we received from the Illinois State Board of Education (ISBE). I wish the plan was ready today, but there are several layers of seeking feedback that must take place in order to have a quality plan.
Right now, school staff are still developing the framework of the plan. Next, we will seek parent input on the plan. Then, the school board members will need to provide feedback and eventually approve the plan. Along with those steps, we will hold a community meeting regarding the plan, but note we are restricted to 50 people at a gathering. We will have a place on our website soon to where the community may submit questions and express concerns once they see the plan. All of this takes time, but necessary to develop a plan that everyone can support and live with.
Right now, there are two known court cases regarding face masks. One involving Quincy Public Schools and another where ISBE, Illinois Department of Public Health, and the State Superintendent are being sued over requiring the wearing of face masks. The outcome of these could be a game changer in the return to school plan that all Illinois public schools are developing. We will keep you posted.
Some parents have inquired if they should come to the school board meeting. You are always welcome to attend a school board meeting. While we will be discussing the plan at the meeting on July 22, we will not be ready to vote or have things in final form. That step needs to occur, so we can share the plan with parents and guardians, and then field questions and concerns. Again, we would love to see you at the board meeting on July 22, but the plan will not be available for public feedback at that time. We will convene a community meeting in the near future solely devoted to the Re-entry Plan. Also, we will take feedback regarding the Re-entry Plan on our website, once the plan has been released.
Thanks, again, for your patience and understanding. We want to do what is best for our students and families under some very difficult restrictions.
Respectfully,
Kelle Bunch, Ed. D.

Update from the Liberty Superintendent - July 7, 2020
Dear Parents/Guardians,
I just wanted to give you an update on how things are going with the Re-entry Plan for Liberty School District. As you may know, we received guidelines from the Illinois State Board of Education (ISBE), which is the governing body over public schools. We have two teams of staff/parents/community members who are diligently working on the plan, and have been since the beginning of the summer. However, with the parameters defined by ISBE, we now can quit guessing what we might be able to do and focus on what we now know we must do. Remember that the guidelines change quite frequently, due to guidance from the Center of Disease Control (CDC) and the Illinois Department of Public Health (IDPH), so be prepared to adjust for this.
As of now, students may return to school in person in August 2020. Parents/guardians will have a choice to send their child to school or have the child continue with remote learning. We know there may be some extenuating circumstances why a child cannot attend school such as a compromised immune system. Teachers are charged with providing both types of instruction. Because of this demand, the school day may be shortened in length in order to provide both types of lessons and to communicate with remote learners daily. However, as of now, we intend to bring all students back Monday through Friday, unless ISBE says we must close due to an increase in COVID cases. This will be different than this past spring, as students will be learning new material and be graded on their work. Also, students must be engaged in learning for five hours per day, which includes teaching, working on schoolwork, watching videos of lessons, and communicating with the teacher. We know this will be challenging for those who choose not to attend in person. Please be aware of these expectations from ISBE.
Anyone in the building needs to wear a face mask. I know this is a passionate subject for many people. Please know that we are going to do everything we can to make this manageable by taking students outside (where they do not need to wear a face mask), giving students mask breaks, and spacing students out to reduce close contact whenever possible to adhere to social distancing (6 feet apart). We ask that students bring their own mask they feel comfortable in, but we will have disposable ones available.
Other responsibilities that schools must adhere to is taking care of the social-emotional well-being of students. Keeping the building clean and disinfected, taking daily symptom checks and temperatures of everyone by scanning foreheads with a thermometer. Needless to say, we have had to purchase a lot of thermometers, disposable masks, and cleaning supplies. Students riding the bus will need to have their temperature checked before they stay on the bus to be transported to school. We are still working on the logistics of this. One suggestion in the guidance is to see how many parents could transport their child rather than have them ride the school bus, to help decrease the chances of their child being exposed to more students than necessary. We will be asking this question in a survey. We will also be asking if families will be choosing in-person instruction or remote learning.
Other details to be followed is there can be no more than 50 people to a space, so this presents issues with the cafeteria, gym, and recess. We are working on plans to address this. Children will not be dressing out for PE and we may be utilizing lockers differently. Students may be assigned to specific areas for restroom and washing hands to minimize the mixing with other students. All of this is to maintain their safety and cut down on the amount of other people they come in contact with. Shared items will not be allowed, which include classroom supplies, water fountains, and PE and playground equipment. After every group eats or plays outside, all areas will be cleaned and disinfected. There can be no field trips taken or visitors to school. Drop off and pick up will need to be changed to accommodate for this. As you might imagine, there are many details to work out. We may need to alter our calendar a bit to allow for more planning time on the first couple of days of the school year. Sorry for any inconvenience, but we must be ready to protect our children. Plus, we are super excited to see them in person and help them grow academically!
Stay tuned for more information to come. For now, get ready for school to be back in session in the fall, but with a “new normal.” To help us with our Re-entry Plan, could you please answer two questions regarding your intentions.
1. Knowing all the requirements for in–person instruction (i.e. wearing masks), what mode of learning do you choose for your child? Remote or In-person?
2. Do you plan to ride the school bus?
Survey is at https://bit.ly/CUSD2-0706 Please complete the survey by July 13.
Thank you for your patience as we work through this overwhelming process. Just know that everyone at Liberty School District cares about our students and we want to make this the best situation we can under the circumstances! Your positive attitude will be critical in the success of the Re-entry Plan, so please help us and try to convey this to your child.
Respectfully,
Kelle S. Bunch, Ed. D.

IHSA Notice Regarding Spring Sports - April 21, 2020
The Illinois High School Association (IHSA) Board of Directors today announced its decision to cancel all IHSA spring state tournaments.
The decision to cancel the spring state tournaments comes in conjunction with last Friday's (April 17) announcement by Governor Pritzker and the Illinois State Board of Education that all Illinois high schools will complete the 2019-20 school term from home via remote learning.
Notice Concerning School Closure - April 20, 2020
Dear Parents and Community Members:
I hope this message finds you and your families safe and well. On Friday, April 17, Illinois Gov. JB Pritzker announced that remote learning in Illinois will be extended through the end of the 2019-20 school year.
Although in-person learning has been suspended for the remainder of the year at Liberty CUSD 2, I assure you our entire staff remains committed to learning and engaging with all students through remote learning, as well as continuing with our food distribution program.
Like you, we are saddened by the reality that our school community will not be able to reconvene in person this school year due to this public health crisis. So many of you have worked so hard to learn and grow in both the classroom and in extracurricular activities that Friday’s announcement may feel like a step back.
However, the final chapter of this school year hasn’t been written yet. These past few weeks have proven our school community is more resilient, more capable and more compassionate than maybe what we previously realized. I’m confident our collective strength will shine through during the remainder of the school year, and we will emerge even stronger.
Having said that, Friday’s announcement will result in significant and multiple scheduling changes in our district. As this announcement about the end of the school year was made by Governor Pritzker, it will take us a few days to sort out the many schedule details that are on the books, including prom, promotion, graduation, students getting their personal things, etc. Please be patient as we work as a district to get information to you in the next several weeks. We are waiting on guidance from the Illinois State Board of Education, so we know the parameters we must work within.
I know this is not the school year that any of us imagined, but I want to thank you for your patience and understanding as we have dealt with this unprecedented situation together. This period of Remote Learning offers us new ways to learn and grow, and out of this Pandemic, we will emerge stronger. Plans will be underway soon for the return to in-person learning next school year.
It’s important we continue to work together and support our students. I can't thank you enough for all that you are doing as we all work together through this.
Sincerely,
Kelle S. Bunch, Ed. D.
Superintendent of Liberty CUSD #2

COVID-19 Update - March 31, 2020
As you may know, the Governor has extended the Illinois ‘Stay at Home’ order through April 30. As a result, the earliest classes at Liberty Schools could resume is Friday, May 1.
During this extended school closing period we are working on methods for continuing the education of our students via ‘Remote Learning’ opportunities. These may be through online activities or paper-based ‘packets’ sent to students’ homes.
Throughout this event Liberty staff have been preparing meals, developing learn-at-home materials, or working on school grounds cleaning and readying our building for the return of our students. Teachers have been doing their best to stay in touch with students and their families via several messaging platforms. We thank our parents and guardians for their support and ask that questions concerning ‘Remote Learning’ for their students be directed to the appropriate teacher.
Tomorrow, Wednesday, April 1, we will be making deliveries of the latest set of learning packets. As the closure is extended, we’ll be planning for more learning initiatives for our students. We will keep you informed through our website, School Messenger system, and via social media.
If you have any questions, please call the school or complete our contact form: https://bit.ly/LibertyContactUs
Please continue to practice social distancing and good hygiene habits. Together we’ll all get through this!
COVID-19 Update - March 28, 2020
On Monday, March 30, the lunch ladies and other staff will be putting together meals for families who have requested them. These meals will be delivered by our transportation department, along with the weekend backpack snacks and school work. Hopefully by noon on Monday.
On Wednesday, April 1, the bus routes will be run to bring students their schoolwork for all elementary students and junior high and high school students who have signed up for packets. Teachers have assembled these instructional materials in order to keep students learning during this school closure. Your child's teacher will continue to communicate with their students by whatever means they have established. Please let them know about any questions or concerns.
If you need contact information for your student’s teacher(s), please let us know here: https://bit.ly/LibertyContactUs
Please continue to practice social distancing and stay healthy! We will get through this TOGETHER as one school, one family, one community!
